๐๏ธ What Changed in LTA's February 2026 PARF Rebate Revision?
On 12 February 2026, the Ministry of Transport and the Land Transport Authority (LTA News Release: Revision to PARF Rebate Schedule and Cap) announced a major structural overhaul of Singapore's Preferential Additional Registration Fee (PARF) rebate system:
- 45 Percentage-Point Cut Across All Age Tiers: Instead of receiving 75% of ARF back when deregistering within 5 years and 50% of ARF between years 9 and 10, cars registered under the new regime receive 30% of ARF (under 5 years) down to 5% of ARF (9โ10 years).
- PARF Rebate Cap Halved from S$60,000 to S$30,000: Previously (from February 2023 to early February 2026), PARF rebates were capped at S$60,000. From the 2nd COE bidding exercise in February 2026 onwards, the maximum PARF rebate any vehicle can receive is S$30,000.
- Effective Date Cutoff: The revised schedule applies to all cars registered using COEs obtained from the second COE bidding exercise in February 2026 onwards (or registered on or after 13 February 2026 for vehicles that do not need to bid for a COE, such as taxis).

Why Export & Scrap Body Value Matters Even More After the 2026 PARF Cut
Under the old regime, a mass-market Japanese sedan with S$18,000 ARF had a guaranteed S$9,000 LTA PARF rebate at Year 10, plus S$1,000โS$3,000 in export body value. Under the post-February 2026 regime, that same S$18,000 ARF car will only have a S$900 LTA PARF rebate (5%) at Year 10โmeaning the physical export/scrap body value (S$1,000โS$6,500+) makes up the majority of a vehicle's end-of-life residual value!
Meanwhile, if you currently own a 2016, 2017, or 2018 car approaching deregistration in 2026โ2027, your vehicle still enjoys the full 50%โ75% PARF schedule PLUS strong overseas RHD container demand.
โ Frequently Asked Questions (Singapore Car Deregistration, PARF & Export)
Does LTA's February 2026 PARF rebate cut (5%โ30%, S$30,000 cap) affect my existing 2016โ2025 car?
No! LTA's revised PARF schedule (5% to 30% of ARF, capped at S$30,000) ONLY applies to cars registered with COEs secured from the 2nd COE bidding exercise in February 2026 onwards (or registered on/after 13 Feb 2026 for non-bidding vehicles). If your car was registered in 2016, 2017, or anywhere up to the 1st February 2026 bidding exercise, you remain on the original 50%โ75% PARF rebate schedule.
What is the difference between LTA Paper Value and Car Scrap / Export Body Value?
Your LTA Paper Value is the statutory government refund (Unused COE Rebate + PARF Rebate) returned by LTA when you deregister your car. Your Export / Scrap Body Value is the EXTRA cash (typically S$1,000 to S$6,800+ for popular 2016โ2017 models) paid by a direct car exporter or scrap yard for the physical vehicle chassis, engine, and parts.
Why do you ask for my Access Code and Carplate for an exact quote?
Providing your Access Code and Carplate on WhatsApp allows our valuation desk (CARTRIX CAPITAL PTE LTD) to verify your exact LTA rebate and give you a firm buyout offer quickly. Please note that all body price estimates are subject to viewing, condition, and mileage.
Can I lock in my export body price today and hand over the car closer to my COE expiry date?
Yes. After a quick physical viewing, we can lock in your agreed buyout price with a S$500 deposit and formal agreement, and pay the full balance via PayNow/FAST transfer when you hand over the car.
What happens to my PARF rebate if I renew my COE for 5 years or 10 years?
If you renew your COE (either 5-year or 10-year PQP), your LTA PARF rebate is permanently forfeited (drops to S$0). That is why you should always compare your total cash-out value (PARF + Export Body Value) using our Scrap vs Renew COE Calculator before paying PQP.
